Delaware State Police

The Delaware State Police are the primary code enforcement agency for the State of Delaware. The Headquarters of the system is located in Dover, Delaware. The agency operates on a Superintendent and Captain hierarchy with Superintendent being the equivalent of Chief and Captains maintaining troops.

I have alleged that Los Angeles Police Department (LAPD), the Delaware State Police, and the Baltimore City Police Department have maintained a de facto usurpation over the past four presidencies whom I have designated as the Irrationalist Presidents.

On June 17, 1987 while in Kent County, the Delaware State Police and LAPD created a very intense system of electronic surveillance and scorched earth that exists in continuo. I have maintained that LAPD is the lead principal and the two other agencies are co-principals. The Baltimore Studio or The Studio are a private music studio that mutilates and corrupts electronic evidence that may be used de facto or de jure against one.

As I attempted to move or free myself, chemicals were placed into regular gas tanks of automobiles and driven. Significant parts of the United States and consumer products have been also subjected to chemical contamination.

What is unique is that LAPD and The Baltimore Studio or The Studio are LGBT. LAPD proclaims themselves as a “Gay Militia”. They have created a red herring - strawman history to frame myself. If they are a Gay Militia then I am clearly living to fight and defeat a Gay Militia.

One of the antisocial criminal behaviors in the repertoire is laying in wait at public places and slamming doors to false imprison me and harass one. This is TOTALLY AN ACT OF COWARDICE AND UNDER THE COLOR OF LAW FOR A CODE OFFICER.

The concept of higher structural levels of cognition comes into play. This theory posits that similar to the Blind Man and the Elephant, there are several levels of a phenomena or components; just as in a musical piece there may be a subject, exposition, section, and the whole piece, the whole piece of music is the higher level structure that will explain the functions of lower level states of order of the components.

LAPD is the main mover. The Delaware State police are structured electronically over the physical local jurisdictions throughout the country. The Baltimore Police Department is unseen behind The Baltimore Studio or The Studio. All are run by LAPD.

LAPD is attempting to frame the Delaware State Police as the lead principal of this event.

What to Do

Section 242. Deprivation of rights under color of law

Whoever, under color of any law, statute, ordinance, regulation, or custom, willfully subjects any person in any State, Territory,

Commonwealth, Possession, or District to the deprivation of any rights, privileges, or immunities secured or protected by the

Constitution or laws of the United States, or to different punishments, pains, or penalties, on account of such person being

an alien, or by reason of his color, or race, than are prescribed for the punishment of citizens, shall be fined under this title or

imprisoned not more than one year, or both; and if bodily injury results from the acts committed in violation of this section or if

such acts include the use, attempted use, or threatened use of a dangerous weapon, explosives, or fire, shall be fined under this

title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if

such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse, or an attempt to commit aggravated sexual abuse, or

an attempt to kill, shall be fined under this title, or imprisoned for any term of years or for life, or both, or may be sentenced to

death.
